        If you have wondered about the feasibility of applying some of the fabled quality improvement techniques to software design and development, you should read this paper. You may be left wanting more in-depth information, as the paper only scratches the surface, but it does cover a lot of territory. I appreciate the relatively clear definitions of terms and acronyms. In addition, the author frequently refers to the practical benefits of using the recommended techniques. On the other hand, because this paper is relatively short, it does not contain much specific how-to material. Even so, you will get a good idea of what the author thinks you can accomplish. Topics explored briefly include total quality management, the Kaizen ongoing improvement cycle, statistical process control, software value definition, quality function deployment, coherent software development, and policy deployment. Zultner manages to rescue these concepts from the hype and explain them well enough to leave the reader with the feeling that the future holds hope for improving the process and the result of software development.
